The U.S. Immigration and Customs Enforcement (ICE), Office of Professional Responsibility (OPR), Security Division (SD), Personnel Security Unit (PSU) requires the conduct of background investigations resulting in Report of Investigations (ROI) on Federal and Contractor applicants for suitability/fitness determinations for employment, continued employment, and authorization to have access to National Security Information (NSI).
Education/Experience: Must have a High School Diploma or equivalent, have at least five
(6) years of general experience and two (2) years of specialized experience. General experience is experience gained in an office setting. Specialized experience is experience in reviewing and
scheduling BIs on applicants, employees and contractors within the limits of agency designated authority.
Responsibilities: The Team Leads are responsible for the training and workload oversite of contract staff in their designated areas. The contractor’s technical proposal shall indicate who the Team Leads
will be and include resumes for each individual.
The PSA supports the Personnel Security Division (PSD) by performing the following various administrative functions in support of completing e-QIPs:
1. Electronic Questionnaires for Investigations Processing (e-QIP) Initiation Process
2. e-QIP Branch Reviewers - Review of the e- QIP/Background package investigative forms, in
accordance with OPM guidelines (available on request in the reading room) for the SF/85P/SF86, for errors, missing information or signatures, gaps in coverage, etc., to include completeness and accuracy.
3. E-QIP Branch Approvers retrieve cases to work from the CBP e-QIP Virtual Queue and performs a second review of the e-QIP package and investigative forms.
4. Applicant Intake Branch PSA - Accesses e-QIPs submitted by the Hiring Centers to process the request and confirm the receipt of all required attachments/background investigation supplemental documents
5. Security Clearance Processing/Polygraph Result Processing
6. Support Services - Assist the Reports Staff verifying data in tables, records, etc., by using Zylab and updating ISMS appropriately

- Enter data into various CBP databases used by PSD’s file room
- Assist the BI COR team by addressing specific questions relating to BI (missing documents, confirming receipt, etc.). Also respond to inquiries regarding status of outgoing investigations.
- Ensures that the New Scheduled Case Tracking Sheet is running successfully and updating correctly and reports any irregularities appropriately.
