The U.S. Immigration and Customs Enforcement (ICE), Office of Professional Responsibility (OPR), Security Division (SD), Personnel Security Unit (PSU) requires the conduct of background investigations resulting in Report of Investigations (ROI) on Federal and Contractor applicants for suitability/fitness determinations for employment, continued employment, and authorization to have access to National Security Information (NSI).
Education/Experience: High School Diploma
Must have at least three (3) years specialized experience in adjudication to include; in-depth knowledge of investigative requirements for the performance and adjudication of background investigations, experience in reviewing and evaluating reports of investigations on applicants, employees and/or contractors, making security/suitability determinations within the limits of agency delegated authority, preparing written evaluations and statements of the issues, proficient writing skills, proficient in keyboard skills and utilization of computers in a Windows environment.
All individuals performing contract adjudicative services must have successfully completed a PSD approved Suitability Adjudications Training, as well as, the Basic and Advanced Adjudications Training courses.
Responsibilities:
The PSA supports the Personnel Security Division (PSD) by performing the following various administrative functions in support on Adjudications:
1. Maintain case file arrangement, electronic or otherwise, including prior cases, investigations, and documents, as necessary
2. Review security forms, case related reports and investigations
3. Initially scope ROIs for sufficient coverage, prepare evaluation sheets on the results of the investigation upon receipt and provide appropriate notification of any discrepancies identified
4. Review ROI’s for adequacy and completeness with all supporting documentation (i.e., e-QIP security questionnaires, Personal Interview questionnaires to include Applicant Supplemental Questionnaire (ASQ)/Employee Supplemental Questionnaire (ESQ), personnel records, criminal history check results, credit bureau reports, personal financial statements, military records and vital records check results for potentially derogatory information which includes, but is not limited to
information indicating applicants or employees do not meet suitability criteria within CFR 731 or security criteria of 32 CFR 147)
5. Prepare correspondence on deficient investigations (i.e., incomplete coverage, missing information, etc.)
6. Prepare required correspondence in order to fulfill due process requirements (i.e., Notice of Proposed Action (NOPA), Letter of Interrogatory (LOI), prepare requests for additional investigation,
obtain additional information, or satisfy other CBP requirements (i.e., Human Resources (HR) notification memoranda)
7. Make required entries in the CBP Personnel Security Database(s). Entries include, but are not limited to creation of PSD suitability record, update of PSD suitability record, or upload of
case evaluations/suitability recommendations
8. Prepare closing memoranda, required case evaluation of any derogatory and mitigating information found in investigative reports and generate the suitability and/or security recommendation. The case evaluation is in a report format, which will be provided to the contractor after award, for the adjudicative summary. Note: A federal employee/supervisor will review all recommendations submitted by the contractor prior to a final determination being rendered
9. Prepare and route final adjudications for imaging and retention in online records repository
